I need to know which kind of notice I will give to the Engineers and Client If I cant start the work on the given date due to documents approval. For Delay in Completion I know I can give Notice of Extension of Time but Delay to Start the work, I dont Know. I read their Condition of Contracts but its not there.

Sorry for that , but I can see that u r having some problem in applying the contract conditions so ask for help inside the team work , regardless the contract form u have in this project , it is not recommend to mentioned the clauses number from the first letter , u have to notify one or twice as per ur COC in case of no replay , u should issue letter and concluded it that ur right implication due to delay in finalizing essential documents , that incase of ur submission of the same document was on the time.

Any project has agreed commencement date which what we usually called as the "DAY One"...this will commence upon the receipt of the Notice to Proceed from the Engineer/Owner. Now if the contractor can't start due to some documentation issues (due to Engineer/Owner) may of course request through letter to move the said Day One. Or alternatively document these event as cause of delay and claim later on for the extension.

Commencement date used to be a key date or mile stone............. was this established in a contractual manner ? Did you mobilize on time ? is there any records which shows your pre -construction activities are done on time i.e according to agreed time ..if so ............. you can ,initially serve the notice(s) of delays and once the impact of the the delay is known ,its impact can be demonstrated using CPM.........

Can I assume the contract that you have with your client is FIDIC 99?
In that case please refer to Clause 1.9 Delayed drawings and instructions, you have send a notice as
per clause 20.1 and claim extension of time as per clause 8.4.
