There are three key approaches to capacity Planning:
1. Critical Path-based
Find out how many and when resources are needed for critical and near-critical paths and implement a solution to supply them when they are needed.
2. Resources Critical Path-based
Accept the fact that required resources not always will be available when they are needed and implement a solution to manage projects with limited constantly changing resources. Re-generate Resources Critical Path when supply or demand profiles are changed.
3. Agile based
Create a stable team of project resources and deliver based on their capacity.
Each approach has advantages and disadvantages.
