I not sure what contract you are using but the usual standard is that you are bound to complete all the work under the contract, which would include Provisional Items if so ordered by the Principal before the date of Pratical Completion, therefore you would have no rights to decline the work. From your post however it would appear that your client does not know what he wants and this gives you an oppertunity prepare a budget cost with EOT implications, both of which you could load up enough to make him think twice about pushing ahead with the work and stuffing your program.
