Responsible for overall management of estimating in the New Mexico Region, which includes New Mexico, California, Texas,  Massachusetts and Latin America.   Preparation of parametric, ROM, bottoms up and should cost estimates, change order and subcontractor analysis.  Management of contingent workforce of quantity surveyors and estimators.

Served as Program Controls Manager/Lead Cost Analyst for the Federal Transit Administration (FTA)  on the reconstruction of the Wold Trade Center in NewYork City as Project Managment Oversight Contractor (PMOC).  Oversaw budget of $3.4 billion in federal funding.  Did estimate, cost, and budget analyses and schedule forecasting.
