NAME: David John Plumpton
SUMMARY:
I have been working exclusively in Kazakhstan since November 2002. Most of my working life has been spent abroad. The bulk of my assignments have been in Europe; indeed my only involvement in Asia has been my work in Kazakhstan.
I have a lot of experience in Project Controls, having spent the early part of my career in Cost Control, but my preference is for Planning. I have worked mostly in Oil and Gas and Petrochemical, but also have experience in the Nuclear and the Chemical industries.
My work has involved me in all phases of projects, from front end design through to commissioning, and I have worked on both sides of the client/contractor divide. I also have a good deal of experience in shutdown work.
I am currently studying for an online MSc in Project Management (Oil & Gas) with the University of Liverpool.

RECENT EMPLOYMENT HISTORY:
May 05 – to date SGP Turnaround LeadPlanner Tengizchevroil
Initially based in Atyrau Kazakhstan, working on the Crude Export Project. Duties included the preparation and maintenance of the project schedule, and preparation of weekly reports detailing progress, productivity and manpower requirements.
Close liaison with the engineering contractor, as well as the TCO construction team. Responsible for the administrative control of Job Packs for both the Crude Rack Loading, and the Rail Infrastructure elements of the Crude Export Project (CEP), as well as all aspects of planning and progress reporting.
Later promoted to Construction Planning Engineer, and relocated to site at Tengiz for the construction and commissioning phases of the Crude Export Project. Close liaison with contractors’ Project Control personnel, and co-ordination of contractors planning and reporting activities.
Assigned to the Gas Utilisation Project upon completion of the CEP, as well as the Unit 800 Sour Gas Compression Project. Duties as earlier but also instrumental in establishing Job Pack and Handover System contents.
Upon Mechanical Completion of Unit 800 I was transferred in February 2010 to the SGP 2012 Turnaround Project, a major maintenance Turnaround, and indeed the first planned maintenance turnaround of this huge plant, including capital project work designed to improve production capacity.
Nov 02 – Apr-05 Lead Planning Engineer Parsons E&C Europe Ltd;
Based in Atyrau, Kazakhstan for the Early Works phase of the Kashagan Development Project for NWKC (North West Kazakhstan Contractors), a partnership between Parsons and Fluor.
Initial duties included the establishment and maintenance of a Progress Measurement System to cover contract deliverables, the preparation of progress and productivity reports, maintenance of the relevant portion of the Master Project Schedule, preparation of weekly and monthly reports, and providing assistance to the client with respect to construction planning.
Later seconded into the client’s site organisation at Karabatan covering contractors’ construction planning generally, but with specific responsibility for the Infrastructure contracts ie Roads, Railway, Bridge, Pipelines, Landfill Site, and Bio Ponds and Lagoons.
