Program Management Architect
- Develop Program Management Offices and practices for $178M Army (DTRA/TMT) award for client with no past experience in GovCon, Earned Value, or performance based procurement.
- Lead Professional Services practice for Program, Planning, and Controls, Program Management Office deployment, Earned Value Management System validation, technical and programmatic risk management, and proposal, business capture, and execution process improvement.
- Integrate schedule, cost, and technical performance measures, capturing program performance with weekly earned value, to reduce labor for these activities up to 50% and reduce month end delivery efforts from 6 workdays to 2 workdays.
- Direct cost and schedule staff for $350M program, reducing reporting cycle from one (1) week to four (4) hours.

- Develop Program Management Office for multi–billion dollar Department of Energy infrastructure removal program, including IT, telecommunications, and facilities based on Technical Performance Measures for each deliverable.
- Developed Earned Value Management System and program performance management processes of DARPA advanced fuel cell system.
- Developed program controls architecture for $150M ERP integration of disparate systems using internal and external resources, starting with the integration of Systems Engineering Management Plan (SEMP) with the program performance management process including risk adjusted Earned Value Management.
Earned Value Management, Programmatic Risk, and Program Performance Management Improvement
- Apply an ANSI-748-B EVMS for a $320M Army contract award to an early stage Bio-Pharma firm with no prior program management capabilities in Earned Value Management, CAS compliance, or government performance management.
- Integrate Earned Value Management with enterprise business systems in support of DCMA/DCAA Validation cycle.
- Develop the Program Controls Management System Description and Work Instructions, with supporting Control Account Manager training materials, and integration with DCMA Six Business Systems. Conducted programmatic and technical manager training in preparation for program reviews, with no Corrective Actions resulting from these reviews.
- Apply earned value principles to IDIQ tasks order to assess the performance of TO deliverables in a FPIF contract environment to differentiate client’s offering from competitors.
