Certified PMP, Project Management Professional since 2005; 34 years experience in oil and gas with last 16 Years as Specialist in Project Controls; planning, scheduling, progress measurement and reporting, invoice validation, earned value, value of work done, change orders management, claims mitigation, dispute resolution, etc.  Projects have included upstream oil and gas both onshore and offshore including deepwater, hulls and topsides and fixed structures.  Have additional 15 years craft/supervisory experience in oil and gas operations, marine fabrication (jackets and topsides), offshore hook ups and pipeline construction and commissioning.  Project/work locations include Mexico, Syria, Algeria, France, Venezuela, China, South Korea and Trinidad and Tobago and USA.

October 2011 to Present Global Projects Organization Manager of Planning

BP – Sunbury on Thames, Surrey, UK and Houston, USA

Responsible for defining, implementing and maintaining BP's project planning & scheduling best practices through develop of fit for purpose standards, procedures, and guidelines.  Provide expert guidance on strategic and more detailed planning issues across the portfolio as the BP Technical Authority (TA) for project planning.  Manage and lead the Planning & Scheduling review effort on BP Group’s Value Assurance process and associated functional reviews.  Facilitate scheduled risk reviews at key stage gates, and ensure that schedule risks are identified together with mitigating actions.  Develop a strategic overview of BP's key capital projects and monitor performance against approved baselines.  Ensure that inherent risks to the plans and schedules on all projects are identified and understood.  Work with project teams to ensure planning teams on projects are adequately resourced and trained, and establish an internal network of planners within BP.  Provide functional and first line technical support to Planning & Scheduling personnel (and users of BP's planning & scheduling software tools).

Establish and oversee implementation of planning processes from concept selection into the FEED phase for a Gulf of Mexico Mega Project including a SPAR hull, Topsides and a 33 wet tree subsea development.

Establish project controls processes and provide oversite of EP and fabrication and installation contractors utilizing program approach to design, fabricate and install multiple offshore gas platforms, pipelines and subsea tie ins along with Brownfield modifications to existing platforms.  Includes development and training of local personnel in project controls and reporting, manpower and progress planning, milestone development, tracking, interface management, change order processes and validation and claims mitigation.

Project controls oversight and guidance to EPCm contractor for modifications and debottlenecking of existing oil gathering and processing facilities plus new gas plant and related utilities under unit rate contract.  Includes planning, cost, progress measure, reporting.

BP Atlantis Project – Okpo, South Korea and Ingleside, Texas

 

Project controls oversight and guidance to EPCC contractor, Daewoo Shipbuilding and Marine Engineering, for BP Atlantis Semisubmersible.  Involves all aspects of project controls including EPCC planning, procurement, progress measurement and reporting, cost reporting, systems completions planning and handover.  Prepare all monthly/ weekly reporting to home office management.  Lead progress audits of engineering and fabrication.

 

August 2001 to August 2003:  Senior Planner/Brownfield Manager

BP China, Shekou, China

 

Responsible for all planning on existing offshore gas production platform for production, operations and maintenance including engineering facility changes, maintenance, wireline works, procurement and construction/commissioning.  Also responsible for EPC Brownfield planning for new accommodations jacket and platform and new wet gas compressors installations through offshore installation, hook up and commissioning. Responsible for planning all offshore manpower requirements.  Interface with cost and estimating for timelining budget data and forecasting cash flow.  Served as Brownfield Manager every other month with a rotational manager.

 

April 1999 to August 2001: Project Controls Engineer/Commissioning and Completions Handover Specialist

Kellogg Brown & Root, Paris, France and Jose, Venezuela (Contrina/SINCOR)

 

Responsibilities included preparation of precommissioning and commissioning project controls plans and procedures for an oil upgrader project for Sincor, Venezuela.  Responsible for preparing project handover procedures.  Implemented client provided handover system database, ICAPS, including development of all precommissioning and commissioning activities and review and preparation of all handover documentation.  Collected and converted all engineering registers for import into client database, assisted with identifying all functional test, pre-start up and operational tests requirements.  Managed 9 Venezulano engineers/technicians in assembly of subsystem handover dossiers. 

 

April 1997 to April 1999: Project Controls Engineer, Planner

Kellogg Algeria, Inc., Rhourde El Baguel, Algeria

 

Primary responsibility included using Primavera and cost data to schedule construction and modification of new and existing oil gathering and processing facilities for SonArco Petroleum. Responsible for scheduling pipelines, flowlines and ISBL scope including civil, steel, equipment, piping and electrical/instrumentation. Provided progress curves and manpower plan for all disciplines. Issued weekly and monthly reports. Participated in early turnover system and subsystem definition. Lead role in integration of Turnover Systems database (TOSTR) with construction, functional check out and start up schedule. Developed final system turnover progress plan for project.  Also developed functional check out and start up plan.

 

March 1995 to April 1997: Project Services Manager/Project Engineer

Bay Ltd., Amelia, Louisiana and Jido, Syria

 

From April, 1996 to April, 1997, served as Project Services Manager on a 600,000 man-hour piping contractor for Shell’s URSA Tension Leg Platform project. Responsible for re-organization of Project Controls Department including preparation and implementation of procedures and development of OME man-hour budget, contract negotiations, and general contract administration.

 

From April 1995 to April, 1996, served as Project Engineer and Quality Control Manager during construction and start-up of a 25,000 bbd/day oil gathering facility for Al Furat Petroleum Company at Jido, Syria. Included 17 kilometers of HDPE lined pipelines/flowlines along with one river crossing at the Euphrates. Served as Chief Contract Administrator during contract close-out.
