Ladies and Gentlemen:

 

I am a dual national, Belgium/USA, degreed civil engineer with senior management experience spanning over thirty years in business development, program and project management, PMO office, project controls, proposal management, contracts negotiations and implementation, change order management, projects costs, planning and scheduling controls, risk analysis and mitigation, design and field engineering, construction, destructive and non-destructive testing, operational testing and turnover, certification and implementation.  Responsibilities have included profit and loss, hiring and firing, budget development and management, electronic and paper program/project documentation and presentations for financing, projects status reporting, press releases, seminars and investors.   With a strong background in KPIs and Earned Value Management (EVM), I have a proven track record of completing significantly sized, internationally deployed projects, on time, within budget to the contracted quality.

Recent projects that I have been involved in range from greenfield pharmaceutical developments for the manufacturing of Omega 3 pharmaceutical grade oil; filling, lyophilisation, and packaging of vaccines; and insulin production and packaging.  All projects included infrastructure, security, offices, catering and reception components.  The sum of just these three projects represents over €1 billion of investments and developments.  The Omega 3 project finished three months ahead of schedule and earned my client a large enough bonus to offset all other worldwide corporate debts, allowing them to post a 2009 profit. 

 In 2010 Novo Nordisk asked me to relocate to China to take charge over the recovery schedule of the insulin production, packaging, and distribution facility that they were building.  The Australian programme management contractor had fallen 6 months behind schedule threatening FDA/SFDA, (China’s equivalent) approval, placing the 2012 planned facility commissioning and product to market in alarming jeopardy.   Through a myriad of solutions and a refocused, cohesive work force of over 1200), the project was able to regain 4 of the lost 6 construction months during the last 8 months of the 24 month construction schedule and through a close collaboration with the production testing operators, able to reprioritize and shuffle events to ensure that the project would be complete and fully compliant in meeting the July 2012 deadline for approval.

 On another project assignment, as the owner’s representative,  I was the program planning and scheduling manager on a €450 million, state-of-the art, secondary, biological, pharmaceutical, greenfield, production facility.  The position necessitated the philosophical standardization, implementation and coordination of over 13 international contractors for engineering, procurement, subcontracts, construction, installation, and operational quality acceptance testing and performance testing activities.  The facility is a totally self contained community including 12 buildings complete with state of the art automation, controls and communications, isolation zones, black utilities, clean utilities, production facilities, packaging and labelling, warehousing, shipping & receiving, quality assurance, administration and restaurant, including a complete support infrastructure ensuring the 24 hours per day 365 days per year production capabilities. 

 In conjunction with on project assignments, I have assisted my clients in developing a PMO office for their corporate structure to be implemented on their larger construction/build projects.   In China I developed and implemented the client’s corporate resource management policy and procedure for their projected growth and deployment of around 400 personnel to over 2000 in fiscal year 2011.

 My previous experience as the PMO for a Pan European broadband telecommunications company charged me with the standardization and rollout of a complete, integrated PMO system to be used corporate wide.  I also standardized and consolidated the country and regional offices computing environment to SBC.  As PMO for the COO, I directed the development of an electronic time reporting and compilation program to provide real time updates and instantaneous performance information to feed product planning, development, testing and implementation processes.

 Another notable project was as Senior Project Manager on the preliminary development of a 500-hectare, self contained, financial, residential, recreational, and industrial city complete with a 750-MW natural gas fired power plant for Eastern Turkey.  The magnitude of the project necessitated the out-sourcing and negotiations for all project commitments including technical expertise, construction contractors, and industrial equipment for various types of infrastructure and industrial, manufacturing lines.  These business lines ranged in complexity from labor intensive to fully automated.  Manufacturers and suppliers were sourced world-wide. Financing of this US$1 billion project was equally diverse including negotiations with country governments, offering preferential financing and export credits, as well as with European, Far East and North American private investment and banking institutions, and The World Bank.

 Management experience has been gained through the representation of major international corporations.  Industries where first hand experience has been achieved includes:

Offshore and onshore oil and gas recovery and production facilities; chemical refineries; pharmaceutical office, production, storage and shipping facilities; airport construction and operations, space launch and exploration; national security and defence; gas fired power plants; copper, silver and gold mining facilities; coal mining and de-gasification plant; broadband, traditional and fiber optic telecommunications systems; software development; city planning; water conservation and waste water treatment facilities; environmental protection systems for both land and water uses; golf driving ranges and courses designs; development and build out of retail shopping malls; and integrated residential and commercial communities.
