I have been working as for the last twelve (12) years in leadership of Project Controls and controls systems for several Construction and Engineering firms and have over 15 years of direct Construction and CM experience prior to that. I am just finishing a 6 months assignment in Montreal for AECOM-Mining as the Manager of Planning, Estimation, and Cost Control (PECC) on a $400M Iron Ore DSO project and am returning to New York City where I am the Project Controls Manager for AECOM-Water. I currently hold a 3-year work permit in Canada, for work in Quebec.
I have worked for AECOM since 2009. As the PECC Manager in Montreal I have been responsible for the Planning/ Scheduling, Estimation, and Cost/Budget forecasts and Control functions on the EPCM team ($400M+ CAD). I developed the AECOM estimated CAPEX for the project ($400M vs. Client’s $322M) and defended the required increases as well as did schedule alternative scenarios, utilizing P6, to address constructability and manpower peaking, and did the cost analyses for recommended GMP Contractor. I have demonstrated standard cost engineering methodologies to the Client for CAPEX and payment controls. I have worked on the implementation of the program-wide use of AECOM’s Project Management information System (PMIS).
My core AECOM position has been as the Project Controls Manager/Lead Schedule Analyst for AECOM-Water in NYC on NYC DEP’s major infrastructure program. The DEP focus has been on scheduling and schedule analysis but I also managed AECOM’s internal cost tracking and performing financial tracking and trend analysis for Design Services (DSDC) cost reporting, management, and control. With my team I managed the construction projects in P3, the design schedules in MS Project, and the overall Resource allocation, tracking, and cost control for the NYC AECOM DEP program utilizing P6. The document control group managed construction phase documents using Primavera Expedition/ Contract Manager as well as Constructware.
From 2005 to 2009 as the Program Controls Manager/Lead Cost Analyst to the Federal Transit Administration (FTA) on the World Trade Center projects I performed and managed all Cost, Schedule, and Risk issues as well as the Cost Sharing matrix among the Stakeholders including full budget, estimate, and cost projections, and integration of cost with project and master schedules, including utilizing Earned Value, Trending, and Risk Assessment methodologies. I developed a Project Management Plan for controls and quality methodologies/procedures, and tracked Configuration Management/ scope migration. In addition I performed oversight on the Grantee’s procurement per the Federal Acquisition Register (FAR).
Prior to those positions I worked for a general contractor as the Senior Project Manager, supervising all staff, and led schedule development and maintenance, and managed all project financials- including the cost allocations system in P3 and Expedition, and was responsible for the estimating group and bid development. I had previously worked for 2 NYC Public Authorities starting as Field Representative/ Project Manager, and then as Manager of Project Management Systems and Director of ERP Construction Systems (as detailed in my resume).
I am certified by the Project Management Institute (PMI) as a Project Management Professional (PMP), by the Association for the Advancement of Cost Engineering (AACE) as both a Certified Cost Consultant (CCC) and as a Planning and Scheduling Professional (PSP), and by the Construction Management Association of America (CMAA) as a Certified Construction Manager (CCM).
