Mr. Hakim Ellouzi Jacobs,
Attached for your consideration is my resume for Senior Planning Manager (Cost and Schedule) for the Rail Project in Riyadh Saudi Arabia. I have over 23 years of combined experience in cost engineering, construction management, program management and project controls. My project controls and cost engineering experience include Earned Value Management System (EVMS), CPM (Critical Path Method) scheduling and cost control support services for industrial, commercial, federal, oil and gas construction projects. I know how to build and review CPM schedules with Oracle-Primavera P6 and others, including resource loaded schedules for acceptable best practices. I also have exposure to Tilos program for linear scheduling. I have provided training, mentoring and proctoring for cost engineers’ exams.
As a subject matter expert in project planning, I will provide unification that organizes A/E design; project scope including Work Breakdown Structure (WBS), project risk, change management and input from the project team, into a cohesive, integrated project controls team approach. The prescribed system approach will provide tools to measure, forecast and improve project performance. I have worked for major EPC contractors, as Owner’s representative and sub-contractors. I have the experience and the ability to apply the required skill sets to provide cost and schedule controls for the Metro-Rail project in Riyadh, Saudi Arabia. While at Raytheon System Company, I provided project controls services (cost and schedule) to support the commissioning of the New O’Hare Tower and the Elgin TRACON (Terminal Radar Approach Control) facility for the Federal Aviation Administration. At AECOM/CPS, I was the project controls liaison for the corporate accounts department. My duties among others, included project audit, accruals and asset capitalization to support entries for the financial statement. Other duties included presentations to management/executive team on cost projections, variances, trending, contingency drawdown and recommendations for corrective actions.
In addition to the project controls experience, I also bring to the table, strong background in project management, and contract administration including cash-flow development, preparation and approval of payment requisitions, and MS-Access relational database design for cost management. My resume provides more details about my qualifications. I am an active board member and past president of AACEI (Association for the Advancement of Cost Engineering International), Chicago Midwest Section, a Certified Cost Professional (CCP) and a professional member of the Royal Institution of Chartered Surveyors (MRICS). I am interested in this position. Please call me at 847-877-4430 if you have any questions about my background and qualifications.
Thank you for any consideration you can give me.
