POSITION / JOB DESCRIPTION

 

PROJECT CONTROLS MANAGER: Primavera (P6) Super User. Expert level of proficiency in the use of Microsoft suite of automation tools and in cost/estimating/scheduling computer applications. Understands technical processes, engineering drawings, quantity determinations and mathematical and financial records such as FRA Annual Works Program (Budget Allocation- Government Funding) using EVM Analysis or as required. Directly reporting to the CEO on a managerial level. Responsible for 200+Projects and counting from Feasibility, Scoping, Engineering, Procurement, Construction to Defects Liability. Capital Works- Safety, Access, Community, Congestion, Tourism and Resilience. Along with Maintenance, Emergency Works, Renewals – Roads, Bridges & Crossings, Jetties. ADB and World Bank – Funded Projects. With knowledge of Australia and New Zealand Standards. Skilled in oral and written communications.

 

PROJECT CONTROLS ENGINEER:

 

Set-up and established AVION POWER- Plant Handover To O&M perKKS Systems Schedule using Primavera P6.7 version 8.3. Avion is an open cycle natural gas-fired power plant in Santa Rita, Batangas.

The plant has the capability to run not only on natural gas but also on diesel. Directly reporting to Head of Program Management at the First Gen Head Office located at Rockwell Business Center, Ortigas Avenue, Pasig City. Reviewed project documents, existing schedules, remaining work lists and plan WBS (Work Breakdown Structure) which includes; prioritized tasks, task durations, task weightings, completion percentages, resource allocations, critical path, floats, planned start/finish dates, actual start/finish dates. Provide weekly look ahead schedule, progress reports and charts to FGEN Program Management.

 

 

 

PROJECT CONTROLS ENGINEER:

 

Responsible for the accelerated Start-Up/Commissioning Schedule of San Gabriel Combined Cycle Power Plant, utilizing clean and renewable energy. Successfully tracked and monitored the two (2) Main EPC Contracts/Schedule for the works entered into with FNPC, an Offshore Contract with Siemens AG and an Onshore Contract with Siemens Inc. on December 16, 2013. 

 

First NatGas Power Corp. (FNPC) is developing the 450 MW (nominal) net capacity Combined-Cycle Power Plant in Sta. Rita, Batangas City. The new plant San Gabriel is adjacent to the existing Sta. Rita and San Lorenzo Power Plants.

 

The Siemens AG Contract is primarily a supply contract and the Siemens, Inc. Contract is to engineer, procure and construct the onshore works.

 

Parsons Brinckerhoff Philippines, Inc. (PB) provides the Owner’s Engineer, Employer’s Representative and Project Management Services under a consultancy contract with FNPC.

 

 

SENIOR PROJECT CONTROLS ENGINEER

Perform the function as Project Controls Engineer for Engineering Department of the Royal Commission for Jubail 1 & 2 Industrial City Projects, Saudi Arabia plus Yanbu and Ras Al-Khair (USD $150B – Biggest Civil Engineering Project in Modern Times). Scheduling/Monitoring of Engineering progress using Primavera P6 Enterprise. Roles and  -responsibilities include;

  • Monthly Engineering Status Reports and Engineering Active Contract Status Report (EACS). Maintenance of P6 Primavera Schedule using Earned Value Management.
  • Monitoring A/E Consultants’ Progress through Invoice Tracking, Earned Value Management. Data mining and establishment of CMS (Contract Management System).
  • Development and Maintenance of Engineering Schedules in P6 Database. Ownership of E-P-C Baseline and Current Work Plan Schedules in Primavera (P6) Enterprise. Reporting and charting.
  • Preparation of Look-Ahead and Value Engineering Schedules.
  • Advance and innovative state-of the-art “Best In Class” Microsoft Excel automation of dashboards, charts and engineering reporting tools such as “Skyline” Charts, “Waterfall”, Eng Workload, Engineering (Automatic) Bar Charts, Percent Performance, EACS, AE Loading, CFR Summary and individual sheets and EPR (Engineering Progress Report).
  • Develop and Update Expenditure Forecast for Engineering Department and Earned Value Project/Performance Management (EVM).  Tracking of immense number of projects - 168 active E-P-C contracts and counting. Brainchild of official EPR (Engineering Project Report) reporting tool.

 

 

 

SENIOR SCHEDULING ENGINEER I

Perform the function as Construction Area Planner for Area G & H (G: All Buildings (31-nos. in all)- 9-nos. substations, 7-nos. PIB’s (process interface), 4-nos. OME’s, laboratory, sulphur monitoring, 2-nos. maintenance shops, 2-nos. emergency diesel, fire brigade facilities, smoke house, WWT E&I, gate house and chemical storage buildings together with H: Offsite Areas - comprised the largest area in a fast track 42-square kilometer (combined Oil and Gas facility, a US$ 3.6 B EPC lump sum turnkey mega project) -  flares & KO drums, evaporation pond & waste water treatment, interconnecting piping and electrical cable routing corridor, sulphur storage and loading plant and burn pits areas plus the inclusion of KGP’s Main Interconnecting Pipe Racks. Prepare & draft weekly highlights report, take progress photos and monitor physical progress. Develop comprehensive schedules in various formats to suit different users or audiences. Coordinate/interface with main contractor and subcontractor superintendents and supervisors. Reporting to BTJV site area manager and BTJV project planning manager. Most recent assignments included the updating of (Project-wide) Precommissioning Progress using Bechtel-Technip’s C3 Form and KGP Precommissioning Schedule using Primavera software.

 

 

Scheduler / Planning Engineer

Assigned at the Main Palau Compact Road Project Office-Planning Department in Airai, Palau. Responsibility includes special tasks in the different areas of Construction Management field which includes Operational Plan, Scheduling, Contracts / Specifications, Cost Estimating and Resource Planning. The project involves approx. US $ 111 Million dollar contract administered by U.S. Army Corps of Engineers (USACOE) which consists of improvement and construction of approximately 85 km of new roadways and associated infrastructures (i,e. seven (7) bridges with a length = 225m each, 348 culverts, Ngiwal Causeway (length = 2.1 Km), Urrung Causeway (length = 0.500 Km.). Scheduling Specialist responsible for the setting up of the complex Network Analysis System (NAS) or Critical Path Method (CPM) and fixing the schedule under the tropical weather influences. Knowledgeable in the use of Primavera schedule to produce and prove construction claims. Responsible for the preparation of Change Order Quantity and Cost Estimates (over US$ 22 Million worth), ranging from earthworks to asphalt paving and bridge works using U.S. Army Engineer’s Pamphlet (EP-1110-1-8) or Construction Equipment Ownership and Operating Expense Schedule. Key personnel responsible for the preparation of correspondences and serial letters to USACOE and Government officials / offices of Palau, Submittals to USACOE and Contract Documents (incl. Preparation of Pre-Qualification documents). Key personnel responsible for the preparation of Progress Billings or Payment Schedule, Progress and Monitoring Charts. With complete knowledge of Annual Book of American Society for Testing and Materials (ASTM) Standards, Manual on Uniform Traffic Control Devices (MUTCD), Army Corps Technical Specifications, Forms of Contract and Army Corps Safety Manual or EM 385-1-1.

 

Planning & Scheduling Engineer

Responsible for the planning, scheduling, and control functions of the project covering preparations of Work Breakdown & Cost Breakdown Structures (WBS), Basic Critical Path Method (CPM), Activity Descriptions, Manhours Allocations and Resource Loadings as inputs to the Project Construction Schedule using Primavera (P3) Software Program. Prepare periodic progress accomplishment and evaluation using TPSA’s (C3) form. Schedule management and control, building resource (histogram) plan. Prepare Monthly Progress Billing, Invoice Payments and other (variance) claims as well as other reports and engineering functions. Construction Management Engineer

Directly reporting to the President. Perform the function as Construction Management Engineer and Contract Administrator – Construction Management Services Department. Perform Construction Project Administration. Prepare Contract Documents. Process management, cost control, valuation and coordination. Projects handled and involved include Insular Life Building – (Ozamis City, Philippines), Far East Broadcasting – Antennae Transmission – Bocaue, Bulacan, Philippines), Philippine Coconut Authority PTAL Building (Quezon City, Philippines), CHEMA SEARCH Consortium-Agoo Provincial Hospital – (Agoo, La Union, Philippines), PHILIPS Calamba Phase I Project – (Calamba, Laguna, Philippines). Evaluate Contractor’s performance and monitor Contractor’s accomplishments. Prepare correspondences, contract documents, Meeting Minutes and Monthly Status Report for all projects involved. Resident Engineer

Directly reporting to the Construction Manager.

Perform the function as Resident Engineer for Maravilla, Bel-Aldea and Wedgewods (High-End) Housing Subdivision Projects. The projects are owned by San Miguel Properties, Philippines, Inc. Prepare Works Schedule using Primavera Software Program. Oversee and supervise the construction of residential houses, roads, sewer and water supply lines, utilities, electrical power lines, water tanks, perimeter fence, and the relocation of Individual Lots and parcel of lands. Evaluate / validate Change Orders and Contractor’s Claims and Billings. Establish Materials Quality Control Standards and Tests by conducting regular visual inspection, workmanship checks and material tests such as rebar-tensile, concrete-compressive cylinder and flexural, including soil density tests.

 

Project (Construction) Inspector

Form part of the Project Management Team (PMT) that oversees the construction of the petrochemical plant construction project. Perform the function as QC/QA inspector for WARTSILA Diesel Powerplant. Conduct regular site inspection in the Construction of Tank Farm, trestle, boiler and transformer foundations, Unloading Area, Stack Foundation, Oil Collecting Tank and Fuel Treatment House. Prepare estimates and conduct research and feasibility studies. Plan and prepare works schedule. Conduct site inspection and regular coordination meetings. Process application and secure government permits. Check and verify Contractor’s Billings. Checks, relocates and execute land surveys. Implement Total Quality Management. Practice the profession as Civil and Geodetic Engineer.

 

Civil Engineer

Directly reporting to the Project Manager. In charge of Rebar Cutting List or Bar Bending Schedule for High Rise Buildings – PetronMega Plaza(45-Storey), Sen. Gil Puyat Ave., Makati City. Perform take-offs and prepare quantity, cost and bidding estimates for the following projects; Diamond Bay Tower, Adriatico Square, Equitable Bank Tower, Nissin’s Noodle Plant, Aquino Center, Asian Institute of Management-ACCEED Building, BU Properties, ANTEL 2000, Elizabeth House. Prepare Productivity, Accomplishment Reports, Rebar Requirement Analysis, Weekly, Monthly Reports. Also in charge of Cylinder Compressive, Rebar-Tensile and Soil Density Tests.
