Joy E. Pechet – Overview of Experience
I have been fortunate to have enjoyed five years of financial analysis and strategic planning experience at the Walt Disney Company. Specifically assigned to the Euro Disney project, and relocated to Paris from 1988 to 1992, I was responsible for budget preparation, cash flow analysis, financial modeling, proforma development, and cost variance analysis for construction projects totaling over $150 million.
Settling in Boston upon my return from France in 1992, I delved into real estate. I acquired a number of distressed properties, and through diligence and attentiveness, was able to turn the properties into successful ventures. Having the real estate under control, I subsequently joined Peterson Consulting in 1993 as a senior consultant. At Peterson, a boutique litigation support consulting firm, I performed damage, lost profits and productivity analyses for breach of contract, business interruption and wrongful termination disputes.
After Peterson, I joined WET Design, an internationally renowned designer of multi-million dollar water features. My responsibilities as Project Manager included coordinating multi-disciplinary activities leading to the successful design, engineering, and installation of water features. Specific tasks included responding to client's field service requirements by directing field, engineering and programming staff to the site; preparing and marketing of enhancement proposals; and providing effective resolution of installation and warranty problems.
Following Peterson, I worked for 2 ½ years as a Systems Engineering consultant at Lockheed Martin. Assigned to a satellite network integration contract, my duties at Lockheed included identifying cross project dependencies, developing work breakdown structures, identifying critical paths, performing resource reallocation studies, analyzing cost and schedule risks, and preparing risk mitigation plans.
For the last 12 years, I have been involved in Construction Claims Analysis, first at Bechtel Power Corp., where my responsibilities included analyzing the financial/commercial aspects of claims, establishing claim strategies, preparing for mediation, arbitration and litigation of claims, and directing internal and external resources to perform such tasks. I then hired into Hill International as a Managing Consultant, where I was responsible for the analysis, preparation and submittal of a $200-million construction claim involving the Big Dig Project in Boston. Specific responsibilities at Hill included identification of cost impacts due to scope changes, coordination of the financial analysis effort, and development and implementation of an Earned Value Management System. After Hill, I was employed as an independent consultant at GSA, where I was tasked with defending a $55M claim against the US government filed by the general contractor on a $300M office construction project, We successfully settled this claim for $8M.
Following the GSA position, I was then employed at ALSTOM Power Systems in Switzerland as Director Forensic Planning in the Power Plant Division. My primary responsibilities at the ALSTOM included performing schedule delay cause-and-effect and time impact analyses and preparing negotiation strategies for defending against Liquidated Damages assessments by owners. Following the 4 years at Alstom in Switzerland, I moved back to the US, where I worked for 18 months as an independent contractor for Siemens Energy, aiding in the preparation of assertive and defensive claims against a Consortium Partner. I am now working as a Commercial Contract Management Specialist at Invensys Operations Management; my responsibilities include preparing and negotiating change orders and claims to recover $60M in cost overruns and to obtain relief from the assessment of liquidated damages. The project involves 8 DCS systems being designed, manufactured and assembled by Invensys to control 8 nuclear power plants under construction in China.
I received a BS degree in Civil Engineering from MIT and continued on as a graduate student at MIT in Civil Engineering and Political Science. I am currently enrolled the Construction Law and Arbitration Program at Robert Gordon University in Scotland, and expect to complete my dissertation and receive an LLM degree in May 2013. In addition to advanced P6 and Microsoft Project skills, I am PMP certified and a member of the CIARB.
