The creation of project programmes on various tenders and projects for Colas Rail Limited.  These vary from tenders for Manchester Metrolink Phase 3a and Thameslink to track possessions for the East London Line and Grays Platform Extensions.  The production a Planning Procedure / Guideline for the project contol function of the company with a general steering document for planning engineers who start with Colas Rail in the near future.

 

Reason for seeking further employment is the 3 month contract is coming to an end and there is no movement from Colas rail to extend it.

VIRGIN ATLANTIC AIRWAYS – SEnior planning engineer (CONTRACT)

Working within the Virgin Atlantic Projects Division on various projects.  Providing varying levels of Planning Support to the different projects.  Administration of the Primavera P3e Planning Application.

 

Project Darwin (Project to introduce an Integrated Operations Control Centre) has full planning support which includes provision of a programme, baseline targets and programme monitoring to provide earned value calculations from Primavera P3e Version 5, assessing programme risks and issues including the management of the register and the instigation of Risk / Issues Workshops. Assessment of  programme recovery in the instance of major programme slippage.

Project WFMS (Work Force Management System) and LIMO (Introduction of an online booking system for cars) has reduced planning support to include the provision of programme, baseline targets and programme monitoring with resource analysis to check for over allocation.

Project The Base (provision of an internal Training Facility) and Remote Working (Introduction of Service Centre Staff working from home) has planning support to include the provision of programme, baseline targets and programme monitoring.

 

DECEMBER 2005 – JULY 2006

VECTRA – Senior Planning Engineer (CONTRACT)

Secondment by Vectra to Alcatel at Greenwich to provide Project Services to support numerous projects and bids.  Nominated as the Project Controls Manager for Control Centre Communications Project. Therefore responsible for the Planning, Cost Control and Document Schedules including the reporting of  progress and spend  on the contract to Tube Lines Ltd.  Preparation of negotiation programmes for CE’s on the main Train Bourne Transmission Control contract for the Jubilee and Northern Lines specifically Signalling Principles.  Bid preparation and programmes for the Option to upgrade the Piccadily Line TBTC and Docklands Light Railway.  Identifying major programme issues and highlighting the area’s of risk within the programmes so that measures could be taken to mitigate the risks.

 

Part of the function included the recruitment of other Planning Engineers suitable for the type of work they were expected to undertake as a member of the Alcatel Planning Team.

HONEYWELL. –  Senior Planning Engineer (CONTRACT)

Provision of Planning Services for Honeywell to enable a co-ordinated programme to be put in place the for the design, installation, test and commissioning elements of the programme for the Terminal 5 contract at Heathrow Airport for BAA.  The areas that have been investigated to date are the Multi-Storey Car Park, Landside Infrastructure, Tunnel Transport System, Rail and Heathrow Air Traffic Control Tower.  The identification of outstanding elements of the programmes and the instigation of a plan of action to cover the tasks requirements.  Analysis of the sub-contractor programmes on use of structure, progress data and format for rolling up into the main contract programme.

 

 

NOVEMBER 2004 – SEPTEMBER 2005

JACOBS ENGINEERING. – Seniorr planning engineer (CONTRACT)

Based at Waterloo in the E & P Team and the Estates Department at Euston for the migration of programmes from Primavera P3 into Primavera P3e.  Preparation of programme planning templates in P3e to follow the “Guide to Railway Investment Projects” (GRIP) process for numerous types of different products.  The assessment of the existing project programmes and their suitability for transfer into the Primavera P3e following the guidelines set by the IMS Team.  Implementation of the coding to enable project manager’s to easily identify the project needs.

BALFOUR BEATTY MANAGEMENT. – Lead planning engineer (CONTRACT)

Based at the Kings Cross Project on behalf of Balfour Beatty Management.  Lead Planning Engineer for the preparation of programmes for reporting into London Underground Limited.  Identifying the elements of work to be undertaken by the Sub-contractor and other 3rd parties for co-ordination purposes.

Analysing programmes for acceptance by the management contractor.  This includes the use of the coding structure and progress data so that the programme could be summarised into the High Level Reporting Programme (Primavera P3 and Primavera P3e).

Preparation of Programmes for the ABB / Mowlem team which were part of the Southern Region Power Supply Upgrade contract based at Southwark London.  The provision of the programmes to assess, progress, extension of time and costs.  Instigating procedures to allow the monitoring of interfaces between the work elements of the construction process.

Responsible for providing contractual reporting in accordance with Network Rail requirements.  Analysis of the ABB/Mowlem programmes on use of project structure, progress data and format for summarising into the Network Rail programme (Primavera P3).

Duties include the instigation of the Project Implementation Programme together with the production and assessment of station rebuild and fit out programmes from architectural and structural designs.  Endeavouring to achieve minimal disruption to the Operating Railways as a part of the feasibility studies for the Thameslink 2000 project.

 

JUNE 1994 - APRIL 1995

MINISTRY OF DEFENCE (PE) LONDON. 

Duties included the instigation of a Risk Management system that is used for assessing the impact of qualitative risks against a programme for mid life update of in service aircraft.

Liaison with the project officers to determine interfaces and dependencies that cause impact on areas of risk and programme.

Instigation of risk interviews and reviews that identify potential future risks and their probable solution.  Reporting these areas to the project management team using a customised database of information located on a local area network.

 

APRIL 1994 - JULY 1994

CAA - Planning Engineer

Responsible for maintaining projects within the existing CMS environment for this organisation.  This included reviewing justification documents, requirements and specifications to achieve project objectives, timescales and budget.  The production of Safety Case requirements together with the relevant quality documentation to support this management function.  Liaison with the client organisation and sub-contractors.

 

JUNE 1991- JUNE 1994

EUROTUNNEL - PROJECT PLANNING ENGINEER. 

Duties include the co-ordination and integration of the individual sub-project plans of the Channel Tunnel project to produce the Eurotunnel Master Programme, progressing, monitoring and forecasting against this using the QWIKNET Project Management System environment.

Liaison with the sub-project elements of the project for the coordination of the interdependencies between each element.

Responsible for the investigation and identification for areas of concern or problems arise, taking into account the technical and logistical constraints of the multi-disciplined environment by using the Predict Risk Analysis Package and subsequent submittal of the results to the relevant review bodies with the probable working solutions.

Also responsible for the Industrial Commissioning Planning element of the project, identifying the relationships between each of the sub-systems to produce an overall plan in this area.

Other tasks which have been included are the comparison of "As planned" and "As built" data with analysis of the results, for use during contractual arbitration.

 

MARCH 1990 - MAY 1991

CAA - PROJECT MANAGER. 

Duties included the preparation of financial justification documents and requirement specifications to achieve the project's objectives within a quality assurance environment.

Liaison with the client and the control of contractors to ensure the 24-hour operational state of the station was not affected (London Air Traffic Control Centre).

 

To ensure the objectives, timescales and budget cost targets for the construction projects were adhered to by the issuing of instructions and advice to the design consultants and contractors.  Where necessary arbitration in situations of conflicts to find workable solutions.

 

The chairing of all project meetings which include:

-  tender evaluation

-  contractual meetings

-  client liaison meetings

 

Responsible for the supervision of planning, co-ordination and resource scheduling; configuration control of construction and refurbishment projects in the London Air Traffic Control Centre.

 

The projects were:

-  Restaurant Facility Refurbishment and Expansion at a cost of £1.6m

MATTHEW HALL ENGINEERING LTD - PLANNING ENGINEER.  Responsible for the control, planning and co-ordination of a process plant refurbishment and redevelopment.  This included the control of the sub-contractors with regard to maintaining the objectives of the project and its requirements:

-         maintaining the operation of the existing plant for the maximum period of time before shutdown and transfer to the new installed plant

-         ensuring that the work packages costs were maintained to within the estimated budget

-         timescales for each phase of the project were met for the construction, installation and commissioning activities

 

Duties also included the training of other staff in the use of the Open Plan project management system, enhancing and customising reports.

FLIGHT REFUELLING LIMITED - PROJECT PLANNING ENGINEER.  Responsible for the production and monitoring of project programmes using the Open Plan project management system.

 

responsible for the production of documentation to be included in bids and quotations.  The initiation of formal Change Control procedures for design and contractual purposes.

FERRANTI INTERNATIONAL - PROJECT SERVICES, SECTION LEADER.  Responsible for the supervision of the planning engineer, librarian and financial controller.

 

Duties also included the production of D.C.P. and quarterly financial reports on the planner spreadsheet system.  The assessment of the systems at Ferranti, Weymouth and the integration of these to provide a management information system.  This included the selection of a project management system suitable for their requirements after market research.

DEVONPORT MANAGEMENT LIMITED - PROJECT PLANNING ENGINEER.  Responsible for the production, co-ordination and monitoring of project programmes within the multi-disciplined environment of ship refit.  The creation of reports giving the effect on programme of progress information during the period of the update cycle.  He was also responsible for the enhancement of the Intanet80s.

MARCONI COMMAND & CONTROL SYSTEMS LIMITED - PERT ENGINEER.  Responsibilities included producing project cost reports as an information service to senior management, using computer based estimates and information.  The reports were produced using a P.E.R.T. cost system.  Also responsible for the drawing of detailed network analysis charts.

CHUBB ALARMS LIMITED - ASSISTANT PROJECT EXECUTIVE.  Duties included scheduling of materials and manpower from inception of completion of a project; budget control; the production of specs. for engineering design.  Sub-contractor control and customer liaison.

 

Responsible for the co-ordination and control of on site work with the construction contractor for the installation of the security system within a new building in Saudi Arabia.
