Our client is the Project Management Consultant on an LNG Import Terminal Project located in India. They are seeking to employ a site based PMC Project Controls/Planning Manager to monitor and coordinate Engineering, Procurement and Construction Contractors (EPC) and to ensure compliance of the EPC Contractors activities with the contract terms and conditions, including Project Controls, Planning, Scheduling and Cost, and administration of the agreement.
Candidates should have the following Qualifications, Knowledge and Skills:
Minimum Bachelor Degree in Engineering / Master Degree in Business Administration or equivalent.
Excellent Project Controls and Planning experience, able to set up schedules using P3 & P6 and implement plans from scratch and able to collate and interrogate schedules using that system.
Good knowledge of contract management and procedures.
Excellent knowledge of construction industry related issues.
Excellent written and verbal communication skills in English.
Good supervisory and leadership skills.
Experience: Minimum experience of twenty (20) years working with international EPC contracts.
Must have completed one (1) international EPC contract from start to end.
Minimum experience of five (5) years as Project Controls/Planning/Contract Manager in any major EPC contract (minimum value of 100 million US Dollars).
Minimum three (3) years experience in construction of LNG Projects.
Knowledge required in the project matters associated with LNG tank, LNG regasification and LNG marine jetty facilities.
Understanding of the site activities involved including civil, civil tanks, mechanical, mechanical tanks, structures, piping, instruments, electrical, etc.
Knowledge of Indian, American, European and British codes.
Understanding of the Control of Substances Hazardous to Health (COSHH) regulations.
Awareness of project QA / QC Manual and HSSE requirements.
Dealt with time pressures and concentration levels to meet project requirements and deadlines.
Preparation of weekly and monthly status reports.
Will have a good knowledge of site requirements associated with construction through to mechanical completion.
Overseas experience required.
Interfacing with international major EPC Contractors.
Role: This is a site based PMC Project Controls Management role.
Responsible for monitoring all EPCC construction work.
To ensure that the construction and the contracts are in line with the project requirements.
Coordinate with all parties on site on contracts/project controls management matters. This will include liaison with Client and three (3) major EPC Contractors from various countries around the world.
Manage all associated queries and ensure these are closed-out.
Liaise with the PMC site team and PMC home office team.
Monitor all construction against the project Construction Schedule.
Ensure that all related correspondence is via the proper PMC site management channels.
Attendance and recording notes at meetings including:
Client meetings.
Vendor and EPC Contractor meetings.
Site meetings.
Meetings at various locations in India.
Review Vendor Contracts and Project Controls data.
Will need to use the document control system.
Reviewing EPCC data from issued “For Information” stage to “Final / As-Built” stage.
Ensure that comprehensive site records on all matters are produced and stored. This will include all certification.
Travel will be required in India and also to various overseas locations.
