Planning Engineer
Key Objectives:
- To provide planning services on assigned projects, and where required, lead a team of more junior planners in the delivery of planning to time, cost and quality.
- Plan and prioritise own work to ensure that functional project requirements on scope, time and cost are met
- Lead functional input to projects, including where relevant leading the input of other planners, to ensure delivery is consistent and effective, meeting scope, time, cost and quality requirements.
- Contribute to the planning strategy for assigned projects, so that the approach taken in each case is effective and appropriate to the project needs and client requirements
- Set up the base line plan for assigned projects and monitor progress against this plan, so that any problems are recognised promptly
- Report on progress and earned value, to support financial forecasting and any necessary corrective action
- Proactively identify and highlight any progress issues which threaten successful delivery of the project, so that recovery action may be taken
- Lead planning input to estimating and tendering activity on assigned projects, so that all relevant issues, actions and risks are understood and taken into account
- Lead a performance culture, incorporating the Parsons Brinckerhoff values, which develops individuals’ capability through an active performance management process, so that not only delivery for the company is enhanced but also the skills, capability and personal satisfaction of an individual is maximised.

Main Activities:
- Develop and ensure compliance with the work breakdown structure and coding for the construction phase of the project
- Prepare Level 3 project schedule to serve as basis and developing Level 4 in detailed work schedules.
- Working closely with engineering and construction team in development and maintenance of master schedule.
- Working with the contractors’ planning team to improve delivery of detailed integrated engineering, procurement, construction and commissioning plans to serve the needs of the project and the management team for clarity on activities and status.
- Maintain and monitor contractor’s planning and scheduling systems and validate contractor’s progress measurement against plan and schedule.
- Review contractor’s reported progress and analyze for impact and recovery actions. This should include the review of the actual progress S-curve and Manpower Histogram that will be compared to the approved baseline.
- To support integration and schedule interface with cost management processes
- Support project team by assessing project team delays/ impact. Should also be able to challenge the project team on critical schedule issues and communicate critical schedule issues and concerns.
- Assist the Management Team in creating short term schedules, monitor such schedules to determine impact on master schedule and help in formulating actions to correct scheduling problems.
- Prepare a monthly narrative Schedule Update Report for each schedule update describing status of project, milestones, and any deviations from a previous update and identifies any critical schedule issues.
- Creates reports, layouts which meet specific reporting requirements.
- Contributes to regular project risk reviews.
- Review, monitor and critique the accuracy of all schedules including the contractor’s and identify the schedule deviations, critical patch accuracy, imposed (constrained ) dates, durations, logic sequencing, scope of work (as a minimum).
- Promote schedule awareness, communication of work plans and integrated team working throughout the entire Project Management Team.
DELIVERABLES
- Develop a detailed Level 3 WBS prior to the start of construction in liaison with the contractors
- Reporting a Schedule Update report for the monthly project report to include the status of the project, milestones and any deviation from the previous update.
- Adhoc reviews of programme issues
Qualifications & Experience:
Essential:
- Minimum HNC/D.
- Conversant with planning P6 software and tools.
- Basic project management skills.
- Capable of managing own work and that of others.
- Commercial awareness.
- Significant relevant experience, typically equivalent to 8 years, in project planning.
- Excellent communication skills.
- Ability to work in a team environment.
Preferred:
- Team leadership capability.
- Professional qualification.
- Experience in contracting environment and contracting styles.
- Appreciation of Cost Engineering.
- Overseas experience.
- Process Industry experience.
- Good communication is a key aspect of the position.
- Contacts outside the business include typically the project controls manager in client teams
- Communication is via all normal media. It includes specifically the assimilation of complex data and reporting of that information in a format readily understood by others.
