International Mining EPC urgently require a PCM with Mining experience for a minimum 4 months contract based out if their London offices

 

PURPOSE
To establish and manage the project controls functions, systems and procedures to assure the definition of schedules and budgets and analyze trends and forecasts for effective project management. Project controls services for the project will include:-
Planning and scheduling
Estimating and cost accounting
Cost control
Project systems
Project administration
To provide functional direction to the Site Controls Manager
 
 
Scope
All planning and controls activities required for the Project
 
 
Specific Responsibilities and Authority
Organization and Planning
To develop a Project Controls organization chart reflecting target manpower loading.Authority: to act and submit for approval of Project Manager
To assign competent subordinates and direct Controls personnel recruitment.Authority: to act
To maintain an updated personnel file including updated employee status, assignment duration and prepare performance evaluations for the Project Controls personnel.Authority: to act
To develop personal development plans for all subordinate staff
Authority: to act by initiating Job Description development for all immediate subordinate staff
To initiate and supervise preparation and regular updating of Project Controls Instructions.Authority: to act and submit for approval of the Project Manager
 
 
Planning and Scheduling
To initiate and supervise preparation of a 90 day early work schedule.
Authority: to act and submit for Project Manager approval
To initiate and supervise preparation and regular updating of Project Master Schedule.Authority: to act in collaboration with the Area Managers and submit for Project Manager's review prior to presenting to the Client's approval
To initiate and supervise preparation and regular updating of detailed schedules by package relating to Engineering, Procurement,Construction and Pre-Commissioning activities; develop facility/package interface table.Authority: to act and submit to Project Manager for approval
To expedite the monthly reports from managers from Engineering, Procurement, Construction and Pre-Commissioning and prepare the monthly Project Progress Report.Authority: to act and submit to Project Manager for approval
To initiate and supervise implementation and updating of the engineering progress and performance reporting. Establish proper interface with Engineering Manager.Authority: to act
To initiate and monitor weekly schedule status reviews, analysis of schedule trends and formulation of recommended corrective action.
Authority: to act in collaboration with Area Managers
To initiate and functionally supervise Site Office planning including construction progress measurement and review, manpower and major quantity curves, contractor schedule reviews and interface planning.
Authority: to act in collaboration with Site Controls Manager
To provide all required schedule information (milestones, interfaces, durations) for all contract packages, to ensure proper evaluation of quotations, comparison to target schedule and progress reporting. Authority: to act in collaboration with Area Managers and Procurement Manager
 
 
Estimating and Budget Control
To initiate and supervise development and implementation of the project cost coding structure to meet estimating, cost control, engineering, document control and other project reporting requirements and compatible with Client's operating requirements.Authority: to act and submit to Client's approval
To initiate and supervise preparation of Definitive Estimate at approximately 30% engineering progress, which will lead to the approval of the Project Control Budget (by WBS and work packages).Authority: to act in collaboration with Area Managers and submit for Project Manager review prior to presenting to Client's approval
To supervise the preparation of tender check estimates for selected packages.Authority: to act
To initiate and supervise confirmation of budget/scope of work for all Requests for Tender issued by engineering.Authority: to act
To initiate and supervise preparation of periodic cost re-forecasts after completion of Definitive Estimate.Authority: to act in collaboration with Area Managers and submit for Project Manager's approval
To initiate and supervise maintenance of current budget allocation at detailed estimate level and at re-cast summary level.Authority: to act
Provide, as requested by the Project Manager, special cost studies and estimates for Control Budget change requests and supplier claims; to support field estimating in analysis of contractor claims.Authority: to act
 
 
Cost Control
To initiate and supervise maintenance of detailed cost and commitment records; interface to field systems, issue Cost Ledger reports monthly to Client.Authority: to act
To prepare the budget breakdown by package for all packages to ensure proper evaluation of quotations, comparison to budget and progress and cost reporting.Authority: to act
To initiate and supervise review of in-progress design to cost (budget/scope verification) at inter-discipline coordination, identify variance and recommend corrective actions.Authority: to act in collaboration with Area Managers and Engineering Manager
To initiate and supervise cost trending program including analysis of contract scope changes (variation), non-scope changes and growth on capital cost commitments; interface to field Contract Register. Ensure that a total Project Cost Forecast is continuously updated and compared to budget.Authority: to act in collaboration with the Area Managers and the Procurement Manager
To ensure that cash flow forecasts are issued Monthly to the Client.

To ensure that actual costs are accumulated in manner consistent with Client assets capitalization procedures.Authority: to act
To ensure that generally accepted accounting principles are applied to the project; perform invoice processing; record all actual project costs; perform financial reporting; interface with cost control.Authority: to act according to Client's requirements
 
 
Project Systems
To ensure the establishment of computer systems (hardware, software, communications, etc.) appropriate for the needs of the project in both Project and Site Offices.Authority: to act
To ensure that all computer systems are maintained and that all users are supported in accordance with available systems expertise.Authority: to act enforced.Authority: to act
To ensure the training of all project controls staff on the proprietary of the Company. Project Management System (PM+).Authority: to act
 
Project Office Administration
To ensure that office facilities and services requirements are fulfilled adequately.Authority: to act
To initiate and supervise verification, recording and reporting of the Company time sheet charges.Authority: to act
To initiate and supervise the preparation of the manpower forecast and leveling system (MFL) and the implementation of the personnel assignment procedure.Authority: to act in collaboration with the Project Manager
 
 
Document Control
To ensure that Document Control Services requirements are fulfilled adequately to provide timely recording and flow of documents.Authority: to act
 
 
WORKING RELATIONSHIPS
Reports to the Project Manager
Maintains a close working relationship with the Client Controls Manager to ensure direct, rapid and efficient communications on all technical aspects of the project
