If the Project is only Construction then Manhours / Activity would be good.
If the Project is Engineering, Procurement and Construction then it would be better to use Manhours / Deliverable, Cost / Item and Manhours / Activity to measure each WBS.
In an Overall summary ou can use Cost or the weightage given by Client.

Cost is not a reliable method of reporting progress.
Your split of 70 / 30 is too broad an average when in some task the split is 20 / 80 and others 90 / 10.
If you are going to apply this method then you must allocate the correct split to each task.
Also there is a 3rd split of OH&P which is not progress related at all.

Hi,
the best way for create weight factors as following items:
1- Cost ( 70 % share)
2- Time ( 30 % share)
Total weight= 70% w.cost+ 30% w.Time
Also you need determain the S.W.U ( Specific Work Units) for in the WBS units.

Weightage only becomes a problem when a planned task s a combination of trades and/or location ie:
FRC Suspended slabs : 20-10-17 > 15-12-17 > 40d
When this task is spread over - say - 5 slabs then you have both a time and cost weithage problem.
This is because planners are lazy and lack pride in their profession.
It is just as easy to plan the work in detail ie:
Level 1
Slab Form > Rebar > Edge Forms > Pour Concrete
Level 2
Slab Form > Rebar > Edge Forms > Pour Concrete
Etc
Then you just report % complete in either time or volume on each task.
