if the old program has been run previously you may have to run filter to see constraint dates and remove them and then run Global change to effect the following :
change percent complete(pct)to 0(zero), Remaining duration(RD) equal to Original Duration(OD) RD=OD and Early start ES as " " .
Now schedule with new project start date.
hope this would of help.

I did not understand exactly your question...What do you mean by updating an old Program? to be used for a future project? when you do update youll get Actual Start, Actual Finish and percent complete...No more ES,EF,LS & LF...Global update? Do you mean Update Progress?
If you want to use the old program as plan for a future project you can change the Start project date in the project Overview menu and schedule F9 the program, than youll get your ES, EF, LS & LF with new planned dates starting from the new project start date...
Concerning the update P3 offers several ways of updating your schedule. You can update progress for all activities and resources as a whole; update activities and resources individually; or use a combination of the two methods.
If your project is progressing exactly as planned or if you only need to estimate progress, simply specify the data date or "as-of" date, then have P3 determine which activities have progressed and how much and calculate the remaining durations of activities that have started. P3 also notes which activities have completed and sets their remaining durations to zero.
If your project is not progressing as planned—many activities are out-of-sequence, activities are taking more or less time to complete than originally planned, or actual resource use is exceeding planned use—update activities and
resources individually. This will help you forecast the effects of this unforeseen progress or lack of progress, so that you can take appropriate corrective action wherever necessary.
Most projects progress somewhere between these two situations: some activities are progressing as planned and
some are not. If this is the case, youll want to combine the two updating methods. Let P3 calculate your project as if it is progressing exactly as planned, and then individually update those activities and resources that have deviated from the plan.

ES,EF,LS, and LF are calculated based on a projects network logic. If there are no acuals, youll simply modify the projects start date and start Tools --> Schedule --> with report. Constraints may harm the calculation. Read the report!
If there are actuals youll have to remove them first, by Global Change.

Hi Steve
I am sorry, there is an error in my previous post.
Instead of Early start it should read as Actual start=" "
