1. thats becasue a TRUE baseline does not have progress or actual start and finish dates NO PROGRESS.
2. I am not sure why you are not using the method that I suggedted
3. Export the newer progress schedule to excel then import this into the lesser progress schedule. You wil have to change the first few characters of the wbs column in excel to match the project ID of the lesser progress scheduel prior to importing it.
i.e. Project ID of exported greater progress schedule is called CARSUPDATE5
i.e. Project ID of less progress schedule is called CARSUPDATE3
in the excel file change the wbs column to CARSUPDATE3

Is there a way i can use Global Change to reflect the progress to Baseline?
Please see below,
I want to create
Actual Start = Baseline Actual Start (Doesnt really work even after i use the global change)
Actual Finish = Baseline Actual Finish (Doesnt really work even after i use the global change)
Duration % Complete = BL Duration % Complete (cannot find this option)
Physical % Complete = BL Physical % Complete (cannot find this option)
Do you think there is a way to use the global change? If not, then maybe i have to work on the hard way, type in the progress manually...

assign the one with less progress as baseline then select maintain baselines and on the rigth select Update
now you can choose what you want updated on the project with the less progress
after you are done unassign the basline and select restore
