Cost account is an attribute of the Resource Assignment and Expenses tables. Therefore, you should be in the Resource assignment rather than Activities window to group by Cost account. Of course, you then cannot list activities without a resource.
Note: There is no 'Cost' Window, because P6 was never actually finished, just sort of abandoned when Oracle bought it
There is no 'Resource/Cost barchart' like P3 could do in 1995, because it was never finished.
The only way to see costs from expenses and resource assignments on one report is using the tabular reports
