There are three key approaches to capacity Planning:

1. Critical Path-based   

Find out how many and when resources are needed for critical and near-critical paths and implement a solution to supply them when they are needed.

2. Resources Critical Path-based  

Accept the fact that required resources not always will be available when they are needed and implement a solution to manage projects with limited constantly changing resources. Re-generate Resources Critical Path when supply or demand profiles are changed.

3. Agile based

Create a stable team of project resources and deliver based on their capacity.   

Each approach has advantages and disadvantages.

Capacity planning helps ensure that the right resources are available for the right job at the right time and cost. However, it is easier said than done.  Problems such as skills mismatch, lack of coordination between sales and delivery teams, frequent hiring/firing cycles, etc. obstruct the process.
