Between myself and my colleagues, we have tried in both MSP 2013 and 2016, and both Standard and Professional versions.
However, still not sure why these issues have been happening since last July, as the xml files prior to that date do seem to still import correctly, which is why I was wondering if there had been a change in the way PP formats the xml files.

the import errors could come from MS Project, not from PP or P6; Microsoft's xml format is a proprietary one, with some differences vis à vis the standard xml format
in PP, P6, Sciforma, it is possible to setup the export-to-xml process or format, not in MSP
did you try importing the xml file in a different release of MSP, 2013 - 2016 - 2019 for instance, or Standard - Professional ?
