Did you exported from a project and trying to import to another copy of the same project (or renamed the id of that project)?
If yes you need to replace the old project id with the new in your excel.
For example, if the id of the project you exported is "proj1" and you are trying to import to a project with id "proj2" you need to replace "proj1" with "proj2" in your excel, save it and then import.

If the WBS Code (wbs_id) column is removed from the Excel spreadsheet entirely the activities will be moved to the root WBS which is the higest level of the wbs
Possibility #2 If there are spaces at the end of the WBS code in Primavera, Excel then truncates the spaces and then Primavera cannot recognize the WBS code as an existing code. So Primavera assigns those Activities to the highest level WBS code.
In order to fix this from Project Management, browse to Project, then WBS and then remove any spaces that are at the end of the WBS code.
For a simple way to process this, select any WBS Code, then go to
Edit, Replace:
"Find what:" hit the spacebar once to show a blank space.
Leave "Replace with:" empty to remove all the spaces.
Click "Replace All".
Possibility #3 f you export a column that will compile a list, and this list has a column of more than 100 characters then the characters after the 100th character are cut off
these are the only way that I can see this happening.
Yes; I have exported to excelll the activity details such as ID, Name, dates, % Complete etc. But once you import those updated data back to P6 file it losing the entire group and sort.

While exporting Activity Sprea Sheet into Primavera, you shoudl always keep WBS Column as shown below.

I am not sure how you did this because you CAN NOT export any information to excel without also exporting the wbs code.
are you saying that the wbs is no longer assigned to the activities but the activity structure is intact ?
