The name that you give a project-specific activity code is just the external label. Internally every code has a unique obejct ID. It is unhelpful that Oracle allows you to use duplicate labels. You cannot do what you want with project specific codes. A Global or EPS level code is required.

Ron, Use EPS Level Activity Codes, and add the EPS Activity code to Common EPS node under which each project is placed. This way the Activity Codes can be used across all projects and you may use this common code for all grouping and Sorting.
Of course the same can be achieved by making the activity Code a Global code also.

Copy all Activity Project Codes to Activty Global Codes. After copying add a prefix to the Global Codes to make them differ.
