The latest approved programme is always a reference for the claim. However, programme to be used is to be determined based on the period during which the delay event has occured. Assume that your delay event has occured during the period where you were using the first programme. Then you need to use that programme if the logic established in it is strong enough to substantiate your claim. If the latest programme is more realistic and is representing the correct logic for all the balance works then it is recommended to use the same by reflecting the actuals up to that end of the delay event period.
Was the revised basline approved ? IMO it should be based on the current schedule. You will need to show that you were on schedule prior to the delay and then show how whatever it was delayed your schedule.
