Be reminded that it is an average value and not the maximum. The smaller the time interval the closer you will get.
When using partial workloads it might not even get close.
That you use a label such as "Men Required" it does not means it will give you the maximum, it will still give you an average calculated on an arbitrary number.
I suggest using a label that includes the word "Average" to warn others it is not necessarily the maximum required during the time interval.
