1.  BOQ = Bill of Quantities.  This is a listing of all of the materials and works to be accomplished as part of the contract.  BoQ is a very 'English' concept, derived from the old 'Standard Method of Measurement (SMM7) for more up to date information see: https://www.designingbuildings.co.uk/wiki/Standard_Method_of_Measurement_SMM7

2. Drawings tell you what needs to be built (ie, the design you are required to tender against and build if successful).
