WORK PLAN means the work execution plan describing how you are going to carry out the works, as a narrative, explaining the preliminary requirements, NOCs, any third party to obtain the NOCs and the expected time period, starategy and sequence to procure the materials, methodolgy of physical work execution, production rate, etc. A summary level time period for design , procurement, installation etc, also with Project milestones.
PROJECT PLAN represents the above details in the planning software or excel, showing the activities, relationships, resources, critical path etc.

The Project Approach would be an overall assessment of (more summary level) of how you plan to build this project (BIG PICUTRE) along with a summary schedule only including milestones.
The Project Mangement plan of how you are going to manage the project as far as what Project Management people and tools that you are going to use. How are you going to plan, monitor and control the project. This includes, Saftey, QA/QC and Schedule and how you are going to handle changes.
The Project Plan: Would be a more detailed schedule of what you were going to do whne it would be summary level with deatiled work rolled up inot a higher level.
