What version of Asta Powerproject are you using? In the latest release, version 13, you can simply save your file to MS Project XML format or now also .mpp if you have MS Project installed alongside Asta Powerproject.
The help files are full of advice on any differences between how the data is converted so do take a read of those to understand the process best.

I totally agree with Alex that saving in XML format by using PP version 8and opening in MS project may not serve your purpose because by doing that you will lost a lot of data especially colour coding therefore it is advisable to use ASTADE macros first and then import XML file.

do not forget that PowerProject 8 is using a specific XML format; saving a MS Project plan as a XML file will not work, you HAVE to use AstaDev macros to save and import XML files

AstaDev has developped their own macros to export PowerProject and MS Project files to XML; as both software apps do READ XML, it is a convenient way to transfer a PP file to MSP and vice versa
As far as I know, you have to use a full PP to do that, because you will install the macros inside the app.
You could try downloading PP and trial-testing it during one month
In case you cannot get the macros, just send me a private mail

The other way is if you can get the originator of the PP file to send you the file exported in xml format.
