Try going to Organize and look for any sorting selection, if there are sorting order specified un-clik/delete them and see what happens after you have manually changed activity sorting.
It might be just the opposite that when you do not have a sorting criteria then Suretrak will use activity ID. Therefore I would try selecting any sort criteria but with Reorganize automatically un-clicked as to prevent default sorting from happening.
If you do not specify sorting criteria, or if all other sorting criteria are the same for two or more activities, SureTrak sorts by Activity ID
The last option that occurs to me is using a comment field or user defined field to create sort order numbers and place sequentially the values. This have the advantage of when changing/resorting layouts you can recover the sorting.
If you define a custom sorting field for each layout then you can define sor order numbers by individual groups without need to change all fields.

Thanks for replying. I tried exactly what you suggested and to no avail. After moving an acivity I saved the project and exited. When I re-opened the project the activities reorganized themselves numerically even though the box is unchecked under Format>Oraganize to "Organize Automatically". Any other suggestions?

Suggest making a simple activity order change, then perform a save just before closing, it might be changes in activity ordering are not interpreted as a file change unless you specifically state it by executing a save action.

I have not used Suretrak for years but suggest unlink % complete and remaining duration and also consider changing % complete to 0 though not sure.
