Many thanks for all the suggestions, reinstalled P3 and problems solved. I have kept a copy of my old P3 and projects to try and figure out the cause. If I solve it I will post.

Answer Q2 If I have P3 open the Message is "Cannot start more than one copy of the specifed program"
If P3 is closed and I double click Lay File, P3 Opens as normal and then starts to try to open the specified file and continues as described previously IE closes at 2nd/3rd opening process.

Jaco,
Have arranged to reinstall P3 this morning. No restricted access to files. Server speed has not changed.(still fast)
Kamran,
Copy or Back Up/Restore are functioning in as far as all the files can be seen in Explore, but fail to open.
P3 does not show any error message, but as stated starts to go through the opening process and then disappears of the sreen.
Regards,
George

George, could you please tell us the exact error message that P3 will show you when it fails to open?(if any) I mean the exact way that software responds.
Beside of that, have you tested Copy or Back up/Restore features are functioning for this particular plan?
thanks

As you know, P3 has several files, maybe you need to check if all the files/layout are complete. Maybe one of the files have been accidentally deleted or corrupted. you can do this by comparing it to the number of files on another file/project.
Hope this helps.

I do not know what Primavera Support told you to do. Did you run Primaveras PFXW.exe program against the schedule to verify and correct for any data errors?
Have you copied the files to your own computer and tried to open them?

If everyone in your network is able to open the p3 files then something would be wrong with your access rights, may be you can use anyone of your friends user name and pwd(with their permission) to login into your system and try whether you can open those p3 files or not. If it is not resolved may be you can contact p3 dealer or your network administrator for further help.

George
I would suggest reinstall P3.(Sometimes this is easier)
I would also check the access to the files. (Restricted access)
Also have a look at what speed you are connected to the server sometimes this might be a problem.
Cheers
