you need to differentiate Quality Control vs. Quality Assurance

Quality Control involves time....

Short answers is both, however in most projects the quality is set by the project specifications, and the time is the variable.

Hence quality affects time more often than time affects quality.

They're both interrelated, although there are things that can help run a project smoother/faster without sacrificing quality. A defined (and reasonable) process, for example. Or giving your team the right tools and training to get things done quickly and efficiently.

Doing things in a rush saves neither time nor money because invariably you have to put it right later.
