We believe that senior management commitment is the top issue when trying to implement either enterprise project or earned value management. Another example of this, is that senior management sometimes believe their commitment is made when they approve the implementation and sign the check/cheque. We believe that senior management need to actively participate throughout the whole implementation to improve its chances of success.
That said, the other items are critical to any successful deployment, particularly the ones you mentioned.
