Are there firms out there who willingly sponsor their staff to undertake Part Time Construction Law Degrees, or would you be expected to fund it yourself and complete the degree course before even being considered for a role with a consultant who specialises in such an area?

In the current employment market there is no altruistic spare cash to pay for such sponsored training.
Sorry but you are on your own.
You can always try my route - Self trained and well read plus a basic RADA training.

You will certainly need a law degree and then you will have to become a member of an august body such as the Institute of Arbitrators.
The route for this is usually through membership of the RICS or CIOB or even the RIBA who administer the appointments of Adjudicators.
For Mediation you can just put your name on the web and wait for custom - but don't give up the day job.
In the meantime you may benefit from joining the Society of Construction Law.
