It is in the COST Tab in the activity form. It is a DIRECT INPUT that is why it has cost although the resource assignment has no price/unit or budgeted quantity.

Here is the screen shot of what I am saying, really this is very strange...How is these Budgeted Cost calculated by the P3 if Price/Unit is 0???...I used to input budgeted cost by assigning a resource with 1 as "Price/Unit" and the cost as the "Budgeted Quantity" to minimize the my Resources.

The Cost you are seeing is may be the Expense Cost loaded Directly in The Expense Tab.
