You can use global change, but first of all you need to define your resources on the resource table and then go to global change to assign the resource to activities. You may need to set up a condition to filter selected activities only. for example, you want to assign steel fixer to all concrete works, then you need to specify this in your condition. After assigning the resource then you need to go through each activity and enter the budgeted quantity. There is no such thing as one click though, you need to go through a process.

4.Custom
Using The Activity.xls File u can import data directly to P3

it is not possible to assign resources to several activities at the same time
look at Global Change #2 to see how it is possible to replace existing resources on several activities at the same time
