As far as I know, there is no need for Exclusive access for adding Activities Codes. Please differentiate between Activity IDs and Activity Codes. Activity Codes are for Organizing & Grouping the Data while Activity IDs identify the unique activity to be performed with unique ID & description.
As you want to change the Activity IDs (if there is no sub-project Activity ID Code), then export the project data to Excel and simply find & replace and then import back.

Please close the P3 file in which u r working....while reopening there is one small dialog box (Exclusive option).Please enable it where u can change the activity codes...
