I just found the hint in the Primavera knowledgebase "Primavera has finalized testing with P3 3.1 and SureTrak 3.0c on Windows Vista 32 bit. Both P3 3.1 and SureTrak 3.0c function correctly on this release."

Luckily, Microsoft never delivers what it promises. If Windows Vista were a 64-bit software, then P3 would not run on it. Only the server version of Vista is 64-bit. The client version (the ones that you and I purchase) are 32-bit and run P3 just fine.
I have P3 running like a top on my Vista computer. It runs even better than it does on my XP computer. Unfortunately, Vista will not run the help files in P3 without you downloading a patch from Microsoft, but you cannot have everything.
The real funny thing is that while the “old” P3 runs fine, you will find that you are unable to run Vista with the “new” P5 software. Good luck!

Windows Vista Security Guide, Chapter 4: Application Compatibility says: "16-bit applications and 32-bit drivers are not supported in the Windows Vista 64-bit environment."
I dont know if some day there will be some kind of emulation.

Im afraid it will not work because Vista doesnt support
16-bit applications - e.g. P3 3.1.
