Have you considered mobile devices? My company provides mobile and wireless solutions that allow updates to Primavera from offshore facilities. Please see this link for more details:
I think installation on SQL server and access from citrix will be best way to go....as even we do not need to install clinet application on any computers.....- sanjiv

Just done something similar for my current employer.
Centrally hosted P3e sitting on a Microsoft SQL Server with users making access via Citrix.
