At present Im using still Windows 2000 in one of my laptops and a mouse from Logitech for which the manufacturer does not supply a driver. in this case the solution was to find an adapter USB->PS2 and then the wheel works.
In the past I was using a mouse for which the manufacturer was supplying a driver that came with it. I installed the driver under Windows XP and also worked OK..

I had this problem since ever P3.1 was issued.
I used already both methods to correct it.

Yes, it is possible.
I guess you are experience some problems with the scroll wheel.
There are several ways to solve the problem:
1. Load the manufacturer mouse driver instead of using Windows drivers.
or
2. If your computer has the PS2 mouse port use it instead of USB.
