How to give the weightages for each activity- what will be the criteria for that ,is it based on the BOQ quantities so that the value wil match with the BOQ value claimed?
My frank opinion is that, you should use mutually agreed planning packages in agreement with your client. These planning packages should be developed on the basis of the nature of the job and work steps involved. Each work steps to be accorded with specific weightages and use the sum product to calculate the Percentage completed and the earned value with respect to the defined work scope(In any measures). The obtained value will be very close to real progress. This step will allow you to claim progress for Preparatory works, material availability and other un-measurable progress related to the work.

You can do the traditional way. for each activity assign a relative value, not necessarily 1. Then for each activity you compute the equivalent weight or value. The percent progress for each activity is the physical progress.
The arrive at the overall progress multiply each percent progres by the equivalent weight or value, then, add all equivalent weight.
The real progress percentages can only be calculated based on work done.
Please note that hours spend, remaining duration, duration elapsed, actual cost, etc do not necessary mean work progress.
In case you realy want to measure real progress, it has to be related with phisical progress of your project - if not it will allways be questioned by Client and your own company.

Progress should be assessed by estimating the amount of time is necessary to finish the activity to a state that will not hinder the work that follows. This is one of the reasons we recommend that tasks not be planned to be longer than a month’s worth of work. You may leave the percent complete field linked to remaining duration, if you like and let the program estimate this for you.
If you are making payments based upon CPM progress (not recommended,) then may Schedulers un-link percent complete from remaining duration and status each separately. Percent complete ‘feeds’ the cost side while remaining duration ‘feeds’ the duration side of your schedules. Good luck!

I used cost to get the equivalent weight in percent for each activities.
I used the quantities in place to get the physical progress.
I multiply the physical progress to the equivalent weight in percent. I summed up all equivalent weight to get the overall progress.
