The what-if function is essential if you are in the process of defining your project because it avoids people from writing time against activities in a project under construction. By changing the status from what-if to active you open up the project for time tracking.

Define a what-if project
The Project Management module enables you to create projects for examining "what-if" scenarios, known as what-if projects. You may want to copy a project before changing its status to "What-If" so that this change does not impact other projects in the EPS.
Open the project whose status you want to change to “what-if.”
Choose Enterprise, Projects and display Project Details.
Click the General tab.
Select What-If in the Status field.
Notes
Changing a projects status requires the appropriate access rights.
If a WBS element’s status is what-if, Timesheets module users cannot view any activities included in the WBS element. This prevents Timesheets users from assigning themselves to and performing work on activities assigned to a WBS element that is not authorized for actual use. If a WBS element belongs to a parent WBS element, the element has the same status as its parent element.

hmm... fair enough... and coming from P3, always save a copy before I do any tinkering or postulating, but if you have to do that anyway, whats the point of the what if function?

P3e is a real-time database. Any changes you make are made.
Copy your original plan to a new project to do the What-ifs.
