01.3.1 INTRODUCTION
In this module, Project Controls would be expected to lead and facilitate the creation of cost and resource loaded plan which shows the project manager, construction manager and other key stakeholders how we, the Project Controls team, are going to execute those responsibilities we have been assigned via the project charter OR are required by the contractual terms and conditions.
In Module 1 - The Building Block Approach, we identified identified “12 Building blocks” of processes which form the essential components of any PROJECT Plan.
As Project Controls practitioners we have to take those same 12 blocks and apply to "our own“project” - which is to provide support services to the project team.
The INPUTS and the TOOLS and TECHNIQUES will be IDENTICAL to those we are using on the rest of the project, however the OUTPUTS will be unique to what our stakeholders have requested or expect the project control team to be providing, either in our role as Subject Matter Experts (Phases 1, 2, 6 and 7) or as Project Team Members (Phases 3, 4 and/or 5).
Explained another way, just as we, as Project Controls practitioners have assisted and supported project teams to put together a project plan for their scope of work, we too have to create a project plan for our scope of work which is to support the project team.
Thus like the Russian Nesting Dolls (Figure 2 - Russian Nesting Dolls above, Matryoska Nesting Dolls History (n.d.)) that fit inside one another, the Project Controls plan is a scaled down version of the full project plan and uses exactly the same tools and techniques but only represents the application of those tools and techniques to those work packages, activities and other responsibilities of project controls to the project team and other key stakeholders.
