Civil Engineer / Contractors Manager



Duties

•     Feasibility Studies and Pre-contact Project Management

•     Value Engineering of projects to suit budgetary allowances

•     Negotiation with consultants on contract prices

•     Preparing a Bill of Quantities

•     Compiling of contract documentation

•     In-contract Project Management & Financial control

•     Land rezoning up to civil infrastructure implementation and residential development.

•     Estimating of developments and was required to be part of the team who negotiates the finance with the financial institutions.

Part A: Project scheduling and progress controlling

1.     Performing the project’s cash flow and budgeted plan based on project’s estimated time and cost.

2.     Verifying and approving each phase of the project in comparison by project’s allocated budget.

3.     Reviewing and updating of project’s cash flow and budget based on progressing gathered information

4.     Required information gathering and preparing to set the project’s annual budget by board of directors.

5.     Performing project’s top schedule including of:

a.     Engineering and Design.

b.     Material and equipment procurement.

c.     Investigations.

d.     Transportations.

e.     Building and construction.

f.     Tests and analysis.

6.     Performing and supervising the project controlling levelled system by consultants, subcontractors and any of project’s members.

7.     Gathering detailed plans and schedules based on consultants, subcontractors and any of project’s people contracts.

8.     Performing and submitting the:

a.     Monthly work progress report.

b.     Concluded material and equipment vendors, consultants, subcontractors and any of project’s people reports prepared by General Contractor.

c.     Performed work report compared with project’s plan.

d.     Plan and schedule variances analysis with their reasons and solutions and tracking the project’s plan.

9.     Updating the revised project’s plan based on progresses and analysis reports.









Part B: Supervising on performing detailed Design & Engineering

1.     Overseeing on referring the technical services (land surveying, geological tests, … ) to authorized consultant in relate of detailed design plan as follow:

a-     Verifying to approving the list of required technical services submitted by project’s consultant.

b-      Authorized consultant selection for technical services.

c-     Contracts documents and papers verification.

d-     Referring the overseeing jobs to authorized consultants.

2.     Overseeing and tracking the project’s consultants and technical services.

3.     Organizing the coordinate meetings with general manager and consultants requested by any of them.

4.     Verification to approve the invoices and submitting them to board of directors.

5.     Verification to approve the consultant’s design, analysis and calculations, project’s technical services contract reports and submitting them to board of directors to announce their approval notice.

6.     Verification the suggested consultant performing plan and approve it after required accordance with board of directors.

7.     Verification to approve the required material list prepared by project’s consultant and the suggested ways to procure them in accordance with general manager.

8.     Approval verification and clearing the consultants guarantees realization in this regard.

Part C: Supervising on material and equipment’s Procurement services

1.     Preparing the equipments and acceptable materials factories, builders and vendors specification list and suggest them to board of directors to approve.

2.     Cooperation with board of directors to organize purchase tendering meetings based on regulations.

3.     Cooperation with board of directors to organize tender committee, opening the bid papers, verifying bids in comparison with project’s documents and cooperation to find the winner of tender.

4.     Approval verifying the contract documents prepared by consultant and submitting them to board of directors to announce the winner of tender.

5.     Tracking the performing of equipment and material contracts include of:

a-     Build

b-     Technical investigations

c-     Insurance

d-     Transportation

e-     Custom realizing

f-     Delivery

g-     Progress controlling

6.     Referring and supervising the equipment and material reviewing, verification and approval services by authorized people based on board of directors point of views and in relate of South African laws and standards.

7.     Referring and supervising the factories test’s investigations by authorized people in accordance with board of director’s views and standards.

8.     Approval verification of builders and vendors invoices and submitting them to board of directors to get the pay order.

9.     Cooperation with board of directors to get the required South African import licenses for needed equipments and materials and preparing the bank credits.

10.     Performing the equipments and materials Insurance, Transportation, Delivery and custom releasing.



Part D: Organizing the operational services

Supervising and tracking the on time ensuring of water, wastewater, telecommunication, and power and gas services based on project’s schedule.



Part E: Final selling and sell in advance services

1. Verification of selling in advance methods based on real states proposals refer to board of directors to make decisions.

2. Completion approval and perform management services to final sell and sell in advance.

3. Controlling and verifying the selling required installations, as built drawings and other required matters completed operational and maintenance guidelines.

4. Supervising on project’s documents delivery to related boards such as operational and maintenance guidelines and as built drawings.

5. Tracking of consultants, contractors and any other project’s members performed duties in guarantee period until completion all of the imperfections.

6. Tracking the temporary installations and buildings assembling and any additional equipment moving out of and clearing the workplace.

7. Final approval of the completion of project to final sell and to supervise the final delivery.

8. Approval verification of project history book prepared by consultant.
