BACKGROUND
The Guild of Project Controls is an initiative founded by the website Planning Planet. For the foreseeable future the Guild will form part of the Planning Planet website until it is deemed a requirement for the Guild to have its’ own internet base.
Here is a Centre of Excellence formed, developed and managed by the worldwide Project Controls community for the benefit of all those who wish to prove their worth whilst motivating those at the beginning of their careers to enter a truly satisfying profession.
This constitution recognises that the Guild is at a burgeoning stage and it supporters and sponsors have recognised that rules and procedures may be kept to a minimum.
Our growth should be the deciding factor in our Governance – as needs require this Constitution will be continually updated to reflect this. This is Our Guild; run by the Community, for Community.
GUILD OF PROJECT CONTROLS CONSTITUTION
SECTION 1- PRINCIPLES OF INCORPORATION
1.1. Name and Status
1.1.1. The name shall be the Guild of Project Controls, also referred to as the Guild or GPC.
1.1.2. The Guild has been incorporated as a Limited Company to be governed by the laws of the country in which The Guild is incorporated.
1.2. Aims and Objectives
1.2.1. The Guild has declared its primary aim is to create a Centre of Excellence by setting (although not limited to) Standards of Practice in Planning & Scheduling, Cost Estimating, Forensic Analysis and Project Controls in general. The Guild's primary objectives are:
- All Standards to be developed and confirmed by members of Planning Planet and thereafter the Guild itself.
- To facilitate a career path and define roles for each level of competence on which the Guild competency is based.
- To provide a means of testing individuals both by examination and face to face assessment depending on level of seniority and specific level requirement.
- To establish a Global Headquarters and recruit staff where needed to administrate and ensure smooth and effective running of the Guild. To implement a worldwide support mechanism for members should funds allow.
- To promote and facilitate training facilities, interaction with senior members by means of events or online presentations.
- To support Corporate and individual members in an appropriate manner where funds allow.
- To promote professionalism within the Project Controls market by rewarding achievers with an accreditation recognized by the community and employers globally across all practicing industries.
- To develop a knowledge bank accessible to all members and to require all members to contribute towards it for the benefit of all.
- To develop and maintain Guild pages for each individual member which may be utilized at any time by the individual member.
- To encourage new blood into the profession by offering a recognized career path and progression.
- To canvas community professionals and their employers as to suitability and quality of any Standard or Guild policy whatsoever made or promoted before implementing as Guild approved.
SECTION 2 – MEMBERSHIP
2.1. Guild Membership
2.1.2. There are two types of membership; Individual and Corporate.
2.1.3. Individual Members - The Guild accredits Members at various grades within its Career Path and authorises Individual Members to use distinguishing letters of membership and / or description in conjunction with their personal name.
2.1.4. Corporate Members – Sponsor companies limited initially to 20, provide support and guidance to the Guild.
SECTION 3 – GOVERNANCE OF THE GUILD
3.1. Guild President
3.1.1. The Office of Guild President will be created to provide a focus for governance of all Guild activity. The Guild President will, upon taking office, have final say on Guild policy and will work report to the Governance Council. The President will be required to promote the Guild at events, gatherings and seminars worldwide by presentation and will utilise their considerable network to promote the Guild.
3.2. Guild Governance Council
3.2.1 The Governance Council will act as the overall body to police the workings of the Guild both financially and in terms of policy. It is this body that will coordinate the roll out and maintenance of features and where all the operating elements, operational committees, regional committees and employees of the Guild, will be managed. The Governance Council will consist of Guild Senators. In the period while operating committees are being brought to a fully functioning level, the Governance Council will be made of the parties who have brought the Guild to fruition; the Guild Founders.
3.2. Guild Senate
3.2.1. The Senate acts as senior recognised representatives of the Guild and are the body that endorse the direction of the Guild. In the period while the Guild Senate is being brought to a fully operational level, the Guild Founders will act in their place. The Senate endorse policies proposed and shaped by the Membership and will address the following main areas of activity:
- Executive review and endorsement of operational policy presented by the Governance Council.
- Setting and maintaining the ethical behaviours that are used to manage Guild operations.
- Arbitration and final judgements of member’s petitions and disciplinary actions associated with members behaviours.
- Formal representation of the Guild at public and private promotional events within their Regions.
- Facilitate the local Guild apparatus deployed to support the membership within their Regions.
3.2.2. There are three types of Senators; Membership Senators, Sponsor Senators and Honorary Senators;
3.2.3. Membership Senators are representatives of the regional memberships and elected by each of the Regions through formal elections with a tenure of 3 years. Membership Senators act as the voice of the regional membership they represent and ensure deployed policy by voting / ratifying policy.
3.2.4. Sponsor Senators are representatives nominated by the major sponsors / contributors to the Guild and durations for Sponsor Senators is variable and at the discretion of the sponsoring organisation. Sponsor Senators act as the voice of the sponsor they represent and ensure deployed policy is in their interests. Sponsor Senators report on a quarterly basis, to the Governance Council, to confirm that their employer is agreeable to current or pending policy / decisions implemented by the Guild. Sponsors themselves may wish to implement policy or procedure themselves via their Senator representatives subject to overall agreement by Guild Senators and the Governance Council.
3.2.5. Honorary Senators are appointed to the Senate by invitation of the Senate and can be for several reasons. They have special expertise the Guild wishes to mutually use and / or are receiving recognition for services rendered.
3.3. Guild Regional Management Councils
3.3.1. The Regional Management Councils act as a recognised local focus of the Guild and are established to support and promote the Guild within the Region and act as local guidance body on Guild issues and are required to ensure that activities within the Region are conducted in accordance with the Constitution and aligned with Guild Objectives. Regional Management Councils will be implemented upon request and as and when required to cater for geographical growth in memberships. Regional Management Councils will develop into increasing levels of regional granularity as and when required to cater for growth in interest and membership. Details in regard to the Region and its operation are described below:
3.3.2. Regional Council President – to lead the Regional Council Board and coordinate with GPC HQ on all matters relating to the Region and to learn from and liaise with other Regional Presidents.
3.3.3. Regional Council Board – to support the Regional Council President while taking on roles to support a specific area of interest. For a Region and a Regional Council Board to be initiated and remain in existence there must be at least one active representative to lead each of the following:
- Regional Members Group - to support the Regional Council President and to coordinate with other Regional Members Groups, in relation to memberships, member growth, networking gatherings and meetings and conferences.
- Regional Compendium Group – to support the Regional Council President and to coordinate with other Regional Compendium Groups in relation to Compendium change control and on-going content development and identification of best tested and proven practices, tools & techniques and external references for the Compendium.
- Regional Competence Group – to support the Regional Council President and to coordinate with other Regional Competence Groups in relation to career-path development, competency definition, competency assessments and Certifications.
3.3.4. Regional Councils are free to develop their leadership hierarchies, process and procedures providing the Regional Council President gains acceptance and signoff of these from GPC HQ.
3.3.5. Regions Council representatives will be assigned a Regional Group page to manage on the GPC website to demonstrate the official and recognised nature and activities of the Region and its Members.
3.4. Guild Elections
3.4.1. Guild Members are / will be elected into roles and positions within the Guild organisation via a democratic process.
SECTION 4 – ALLIANCES AND AFFILIATION
4.1. Alliances
4.1.1. Guild Alliances will be with other professional bodies or service providers and will be implemented as the need is identified and arises.
4.2. Affiliations
4.2.1. The Guild has the right to affiliate to any organisation which furthers its aims and will be implemented as the need is identified and arises.
SECTION 5 – PROCEDURES
5.1. Implementing Procedures
5.1.1. The Guild procedures will be developed and defined in consultation with the Membership and implemented as the Guild is brought into fully functioning position.
SECTION 6 – GUILD OPERATION
6.1. The Future
6.1.1. As the Guild membership grows, it will become necessary to implement groups / committees / roles to support the organisational growth and its operating needs. The Governance Council will announce such bodies as it recognises, or is advised, that such needs exist.
