My question is that: WBS Summary activity is a kind of an activity type that roll up the activities under a WBS element and WBS level is doing the same, is there any difference?

not sure what the question is here. The WBS summary activity is an ACTIVITY TYPE a wbs level can mean that you roll up your activites to a certain wbs level which has noting to do with wbs summary TYPES of activities.

The WBS is a roll-up of all the activities under the WBS.
A WBS summary does the same but you can add resources, costs and expenses.
