For estimating purposes it is not uncommon to describe work using various units for the same work. For example for asphalt pavement we use inches for thickness, square meters for area and tons for weight. It is therefore common to describe asphalt pavement as:
Asphalt Pavement 2in wearing course, 4in black base = 13,000 sm
At times we use tons for units, 1ton = 15sm at 1in, In this case we would say:
Asphalt Pavement 2in wearing course, 4in black base (13,000 sm) = 5,200 tons
When in doubt, ask the one who gave you the information; assumptions are the cause of most errors.
Inches and meters? Yes, we love rice and beans, we even have them in our BOQ.

Dear Balachandran,
Each BOQ will have a Method of Measurement or Preambles associated with it. It will outline how to measure each item.
Also, the Conditions of Contract will have a clause how to handle BOQ errors, missing, and omissions.
The third solution is what Rafael suggested is to ask both parties to agree on a course of action regarding this BOQ item unit of measure.

area multiplied by the thickness will give you the volume (may it be in m3)
