Program scope includes expansion of San Diego Airport Existing Terminal 2 Building, adjacent runway, and a revamped roadway system outside of the terminal on the Airport's west side.

Position of Project Controls Manager - Performed project controls planning, development and management. Tasks included - development of program master schedule, development of schedule work breakdown structure, development of standards, and development of policies and procedures. Interfaced with program management team and consultant design-build team. Managed project controls staff.

Responsible for all levels of quality assurance/quality control, environmental health and safety issues on heavy construction (railroad) project with multiple subcontractors. Developed initial submittals of QEHS plans, programs and procedures; Responsible for the effective employment of independent testing and laboratory personnel; Performed field inspections for safety, quality, and environmental health; Documented findings in reports.

Mr. Delaney has over 19 years experience consulting to the construction industry. He specializes in high level assessments and detailed evaluations of construction and engineering contract  claims a disputes.

Lead designer in Integration of Primavera and SAP for a power generation company

Mr. Evans was the Project Control Lead/Master Scheduler for the U.S. Transportation Command (TRANSCOM) Defense Personal Property System (DPS) program. He established an ANSI-748 compliant Earned Value Management System (EVMS) for the program and guided the program through a successful Integrated Baseline Review. The EVMS used Microsoft Project 2003, Deltek Cobra 5, and Deltek wInsight 6.4.
