As well as simplifying the need for the massive amounts of data currently required when using database driven PM software. Which should enable the cost of creating the Project Plans to be reduced.

 Engaged as the Forensic Delay Analysis Programme Manager on the new Royal Adelaide Hospital project to provide advice, counsel and support on major design.construction, fit out and commissioning project plans to avoid delays and to develop and establish mitigation policies to prevent delays to the project.

Mr. Palmer is a certified Planning and Scheduling Professional (PSP) and a Certified Forensic Claims Consultant (CFCC).

He has been trained in being a Expert Witness and has testified in Mediations, Arbitrations, and Jury Trials. He works with clients on project with disputes, projects that requires schedule recovery and initial project planning.

I was employed as the Vice-President for the Power Sector in the Nielsen-Wurster Group, Inc.

The role was largely in preparing and analyzing claims including: schedule delay analyses, productivity analyses, project management evaluations, damage calculations for productivity and delay, and cumulative impact analyses.

Senior claims consultant for an international engineering and construction management firm. Managed scheduling and construction claims groups for City of Los Angeles wastewater treatment programs and the Milwaukee Metropolitan Sewerage District.

Provided construction claims analysis and resolution services to numerous clients throughout North America.

One of the founding partners of an international construction claims consulting firm and an educational institute providing professional development seminars in the areas of project management, claims mitigation and claims management. Responsible for management of multiple on-call construction claims services contracts for the California Department of Transportation (Caltrans) and the California Department of Corrections (CDC). Managed multiple other claims related projects.

Oversaw claims related activities for major international EPC contractor. Performed claim analysis and defense, and litigation support globally for Fluor Corporation on power, petrochemical, infrastructure, chemical, telecommunication, nuclear hazardous waste cleanup, mining, operations and maintenance, and defense projects. Assisted internal and external legal counsel and expert witnesses in prosecuting or defending claims.
