I do not know if there is a degree course for planning alone but a project management degree would cover the basic.
In planning you need to be able to break an operation into smaller logical activities, understand the sequential nature of the activities and be able to calculate the duration, resourses etc.
Knowledge in the process is what you need and also logical thinking. Talking to those who have done it before is a very good way of understanding the process, but think of a better way and discuss with those with the experience of having done it before.
Detail drawings will usually indicate how it all gets built up. These things you will not get from a course. Just logical thinking.
Of course! then being able to communicate your plan to the rest of the team need an ability to use the planning softwere nowadays.
